Dear valued community,

Salem Health Hospitals & Clinics has a long history of supporting rural communities with strategic investments that strengthen care. From our affiliation with West Valley Hospital in 2002 to recent investments in rural clinics and expanded hospital capacity, we have remained deeply committed to meeting people where they are.

A clear example of this is the 2023 expansion of West Valley Hospital, which grew from 6 to 25 beds and increased staffing by more than 60 percent — ensuring more people can receive high‑quality care close to home. As part of the same $25 million project, a new specialty clinic with services for wound care, anticoagulation, infusion, medication management, and outpatient rehabilitation opened its doors in 2024.

Today, I’m excited to share that our dedication to locally provided rural health care is growing even stronger. Salem Health Hospitals & Clinics and Santiam Hospital & Clinics have signed a definitive agreement to partner and will submit a formal request for approval to the Oregon Health Authority (OHA).

About the proposed partnership

Salem Health Hospitals & Clinics and Santiam Hospital & Clinics have signed a definitive agreement to partner and will submit a request for approval to Oregon Health Authority.

The partnership aims to advance local health care, expand access to services and grow future service lines. Hospitals face significant financial headwinds as Medicaid, Medicare and commercial reimbursement fails to keep up with inflation and other external cost drivers.

Both systems share a commitment to nonprofit health systems and high-quality care.

Through partnership and leveraging shared resources, we seek to strengthen Santiam’s ability to grow services while ensuring that both organizations continue serving patients in our communities for decades to come.

This partnership is subject to approval by the Oregon Health Authority.

We are committed to proactive engagement with patients, staff, providers, local leaders and community throughout this process.
